Police at the scene and at the Topanga Police Station were unable to say immediately what caused the accident. Non-functioning traffic lights could have been a contributing factor.

The lights were out due to a large power outage affecting an area extending from parts of Woodland Hills near Shoup Avenue and Ventura Boulevard to Canoga Park. The outage was due to a fire inside a Los Angeles Department of Water and Power substation, according to City News Service. The outage, which affected about 4,000 residents began at 9:17 a.m. and power was restored at 10:15 a.m.
